Who decides that? RT is indeed Russian state owned media and propaganda. But I would argue that most Western mainstream media are also state owned propaganda rags, just with more steps to make it more covert.
I would fully support the ability to enable/disable or raise or lower the priority of any news, like with search. But for me, the more the better. I WANT to read Russian government propaganda, because I want to know what is being said. I also want to read Chinese and North Korean propaganda. And US and EU and UK propaganda.
And maybe when you add all the lies together, you'll find some truth somewhere.
