Allow Transferring API Credits to Account Balance

Allow moving funds back from API Credit Remaining to Account Balance.

Due to the new "The Assistant" - I'm not using my API credits anymore - would love to move that money back to my account balance.

Add an option on the API Page to "Transfer API Credits to Account Balance".
