The list of blocked websites is quite long, so I do my comment before.
You may notice that while trying the search with my list of blocked websites you will have some websites of scientific publications like Nature which are now coming on top. It is on purpose and I am happy with that. So your answer could be: why not just enable the "Academic" lens if what you want is to avoid results from governmental organizations or newspapers. My purpose was actually to get broader results (including blogs, personal websites, etc), not specifically Academic. I just tried the results from the "Small web" lens, which are pretty interesting, but yet the most general search gives more results so I still prefer it over this lens. Furthermore it wouldn't change the crux of the problem which is very few results after filtering, and which is in my opinion a bug.
The search keyword is "climate change", the list of blocked websites is below (in alphabetical order and includes scam websites like z-lib.is not related to the current search but it would take me too much time to filter for this specific search). After applying this list, I have only 4 search results showing up after using the "See other results" button (I have the button in Japanese so not sure of the exact name in English):
