They just don't say anything beyond being two clickable buttons at all. I mean, three dots are literally the more options button, which would be acceptable if it were the only one there, but we also have the shield. Now what people think when see a shield? Security? I said here before - I don't think anybody at all uses it to check if the website is using HTTPS, TLS today is the default! People will actually use the shield button to select their page preference to see a summary of the site (none of it is remotely related to a shield).
I liked the previous orb but I don't have any strong opinion about the right icons, but it won't be difficult for you to get something better than a shield.
