It does respect quoted terms, that's not the issue. The issue is that when there are no quoted terms it prioritises results that don't contain all of the terms over ones that do.
Edit: That is, if I search for "TXE75E AXE5400 linux" I would expect the top results to contain all three terms. As I mentioned, the habit of Google's of returning results that don't contain my search terms was one of the main reasons I switched to Kagi in the first place.
