The order in the selection toolbar is currently decided by the system. The system decides what to prioritize based on user usage, length of the action text, etc..
In the next release, Search with Kagi will become Search Kagi so that it has better chances of being prioritized.
But either way, in our own apps, we can reorder these options, and this is a part of our roadmap for cross-app linking which is being actively worked on.
