Improve visibility of temporarily empty feeds

Really weird issue happened earlier this week: the default World and Sports feeds disappeared from my iOS app, but Business was still there.

I was able to fix it in my settings, but thought I should mention it. I first noticed this … yesterday? Just fixed it today.

It would be nice if my categories don’t change :-) but I was able to fix it, so nbd.

They did not generate for a bit, in this case we keep them in settings because they are likely to come back - but you won't see them in the navigation header. This happens very rarely for core feeds, but more frequently for community feeds because the quality bar is lower and they might not produce a single story.

We could probably make it clearer when this happened from an UI perspectives, suggestions are welcome.
