Search "HTML" results give high ranking to largely unrelated github pages that contain HTML in the title when verbatim is off.

The term "HTML" is in the title of most of these documents, but the results are mostly not about HTML. Highly ranked results seem to be about software projects like web-based business applications. Mozilla's MDN resource is the first result I'd consider a really good HTML result, and by my count it's 14th.
Note my report is not about the info box.
When I turn on Verbatim mode, the results look great - Wikipedia, documentation, standards, learning.
I expected a search for HTML to return results that are about HTML coding, standards, tutorials, and other topics focused on HTML.
