Add an option to filter posts by Bugs/Suggestions/etc. tags

Add a dropdown list to filter feedback posts by their tags (Bugs, Suggestions, Mobile, or Desktop, etc.) similar to the "Filter by status" option. This would help users find existing posts about their concerns and cut down on redundant posts.

Suggested placement and checklist example:

This used to be an option before we migrated to a new tag structure. It's probably possible to bring it back but would likely mean making a new forum extension, which is a relatively significant investment. The good news though: you can append /t/bugs and /t/suggestions to do this (for example kagifeedback.org/t/bugs)
