Creating a bang without a placeholder is a perfectly valid use-case IMO, effectively creating a plain bookmark. While most of mine support searching, there are plenty of sites I just open with bangs without any search terms. Unless you mean something else by "doesn't work", it works as expected for me, if I'm not misunderstanding.
