Shortcuts should not trigger with modifiers held

Holding modifiers like CMD should not trigger shortcuts. CMD+L (on mac, firefox) focuses the search bar, but on Kagi this also triggers the shortcut for "Move right within horizontal inline content, or change boost/ban status in site info modal", which is unexpected. Same goes for other shortcuts like CMD+H (hide application), etc.

I am able to reproduce this on Firefox and Chrome. On WebKit browsers such as Orion or Safari, ⌘L works as expected.
