Maximum characters limit for document translation not clear

I've tried the beta document translation. Before uploading the document, one can read the limitation message: 150 Mo, 60000 characters. But the document I've uploaded couldn't be translated because it has more than... 40000 characters. I think, the limitation message should be corrected.

I expect that the announced limit is the same as the actual system limit.

By the way, how are the characters counted? I've uploaded a Word document, and Word is telling me that the file contains a bit less than 20k characters.
