Vlad Yep, bangs do work even when credits are exhausted - if you are searching from URL bar.
This is just a bug on the lockout page, because submitting the query sends you directly to Google, etc. - we don't get a chance to intercept the query again and change the destination if it contains a bang.
So we simply need to direct to an internal route first to check for this before sending them to Google, etc.
