It's for searching results that are within the country of Chile.
(I'm not trying to sound condescending, I'm sorry if I am 🙁, it's just that I'm trying to answer the questions laid out.)
At least it just affected me in that I wanted to search for stores (fully online, hybrid or that have an online presence but just don't do delivery) that sell ceramic tiles as I need to retile my bathroom, I haven't tried yet just searching "baldosas cerámicas santiago chile" and I'm sure it will work just fine, its just that it would be neat to have Chile get it's own bang, and if making an argument would be good, Chile is a very internet savvy country and, I believe, is generally considered to be the most advanced country in telecommunications of all of latin america.
I'm sorry but I'm not sure if it's really necessary to answer these questions considering that the feature I'm proposing is quite simple to understand, not because of that I'm saying it will be easy to implement as I don't know I'm not a programmer, but yeah, I think it will be great for all chileans in the world and it will make it more accessible to citizens of this country if you add this feature.
