Info panel display on 13# laptop

I'm not sure what this is called, but when I click the shield icon to display the info panel about a site on my 13" MacBook Air, the bottom of the panel is cut off. I have the MBA set to default resolution, and this is at normal 100% zoom in Safari. If I zoom out, I can see more of the panel, but I shouldn't have to do that.

The entire info panel should be visible at any display size and at any zoom level in a browser.

On my 13" MacBook Air set to the default resolution, with the fonts increased so I can read easily, the shield menu is often cut off at the bottom.

For some sites, even if I reduce the font size a few notches, the entire menu doesn't display.

The shield menu should be scrollable, or should be wider, so users on smaller displays can see all its content.
