Quoted searches should be forgiving to accented characters

When I search something like "una nina del peru" in quotes, I'd expect to see results that include the accented characters, e.g., "ñ" and "ú" without having to specifically type them.

This page:
https://kagi.com/videos?q=%22una+nina%22

should include the results seen on this page:
https://kagi.com/videos?q=%22una+ni%C3%B1a%22

Mmm, but quotes in search have always meant "search for this exact phrase".

Also, I think there would be a lot of cases where you wouldn't want to include these variations in your search results and would use quotes precisely to avoid them. For example, "papa" and "papá" are different words in spanish. If I use quotes around a phrase with the word papa, I expect only results about potatoes, and not about fathers.

Marking as under review as I can see both sides of this argument. FWIW I believe any implementation here would be heavily dependent on support of our upstream providers.
