Personal result setting for subdomain not applied when different setting exists for superdomain

Steps to reproduce:

Apply personal result option 'Pinned' to domain gov.
Apply option 'Blocked' to domain whitehouse.gov.
Do a Kagi search for "tariffs".

Result: First result is the tariff executive order from whitehouse.gov and is pinned.

Expected Result:
Results from non-whitehouse .gov sites are pinned; results from whitehouse.gov are blocked. I.e. more-specific rules are prioritized over the less-specific ones.

Weird. I just tried the exact steps that you mentioned and it does make it disappear from the results.
