TL;DR: Put raised results above any widgets.
I have two websites raised, one of which is even pinned. For example, I was searching for "skyscanner", that gave me Wikipedia pinned entry, and raised skyscanner.net. But the news and map widgets are shown before the second raised result.
I believe that any raised page should be displayed above any widgets like news and maps. If I search for something, it will be more likely that I want to see the website rather than either of those two.
