Custom bangs' exclamation mark order not working

When using a custom bang to search the UK Parliament's House of Lords members, I get inconsistent behaviour with the placement of the exclamation mark depending on what the custom bang is. If it is "ld" (lower-case L), then I can place the exclamation mark on either side: !ld or ld! If it is "lord" (also lower-case L), then I can only place the exclamation mark at the beginning for the custom bang to work.

My understanding is that the exclamation mark should be placeable on either side of the bang, custom or otherwise.

We only support trailing suffix bangs query r! up to 2 chars long due to wanting to mitigate false positives

nobodywasishere I think we can omit that rule for custom bangs created explicitly by the user. The rule as it is was made before custom bangs, when we only had the DDG dataset, which the user of course doesn't know what is & isn't already a bang.

With the act of creating a custom bang being very intentional, and most users only having a handful of custom bangs, the FP chance should be basically unchanged, and easier to debug if triggered accidentally.
