Add "Turn Off Web Search" flag to AI queries

Add a flag like "!(ai bang)noweb" to AI queries. This helps when writing queries in the URL bar and using !AI or !KI bang but you do not want to use web search. Example:

1- What is the population of USA !KInoweb
2-Who invented javascript !AInoweb

this makes querying the AI faster, saves a couple of clicks, and and more convenient when you do not want to use web search for querying the AI model.

The !chat bang disables internet access currently, and you can create a custom assistant bang /assistant?q={{{s}}}&internet_access=off that will disable internet access. We can add another for KI though (maybe under !kichat or !ki_noweb)
