When I ask for minutes to be converted into hours, I get a decimal response on the hours:
While not technically incorrect, I think far more people would find the actual count of hours, minutes (and possibly seconds, etc) more useful. I don't practically anchor my thoughts about time around what a "0.6 of an hour" is.
