So I went and validated that kagi.com is not available when trying to connect using tor. I think this is related to the fact that the tor exit nodes have very bad reputation, and some providers black list them. We have been trying to figure out why exactly GCP is blocking these requests, as we have not configured anything to do that.
Once we get to the bottom of why GCP is handling these requests differently, even though we have configured them not to, this problem will go away. For now, just use the onion address as it wont be blocked.
