Team admins should be able to choose whether a custom bang applies to the entire org or not.
This could be implemented in the UI as a simple on/off toggle in a column for "share with team":
Users could ideally still override it if they wanted to.
This would alleviate the need for everyone to create custom bangs for the same website when an entire team often needs the same bangs.
