Kagi Translate: Add Azure OpenAI service as fallback if openai's api goes down

From my understanding, Azure has it's own service for certain openai api's. And those seem unaffected by the outages that OpenAI sometimes has. So maybe it makes sense to have the azure versions of the api set as a fallback? (i don't know if they're more expensive or whatever. but obv as we've seen yesterday: if gpt 4o api breaks, (certain) kagi services break: https://kagifeedback.org/d/5305-kagi-translate-feedback/161

We do already implement this for Assistant, and any other AI features in the core Search product; those all use the same backend. This ticket is specifically about Translate, which is its own codebase/infra apart from all of our mainline things - but a great reminder, thanks.
