I'm not sure why that's the case, but asking for something like "good restaurants in the area" gives much more coherent information on ChatGPT itself (free plan) versus using ChatGPT 4o with web access on Kagi's The Assistant.
Considering that Kagi has web access and can surface local restaurant listings on a regular search, it shouldn't be "worse".
ChatGPT directly
Starts by asking my location, and only after I provide it, provides at least some suggestions based on local listings; the other half has incorrect names or arent local.

Kagi's The Assistant / ChatGPT 4o
(Before providing precise geolocation access through Kagi Maps)
Doesn't seem to understand the query, as it suggest restaurants in "different areas". The first area (Washington, DC) is not in my country; the second (Montreal, Canada) corresponds to large city next to be area, but that's not considered "local" restaurants either.
So I ask it if it knows my current location; it says no, and goes on to ask. I provide my city, and then, it alleges to give local restaurants but instead just repeats the list of restaurants it provided for Montreal above.

Kagi's The Assistant / ChatGPT 4o
(After providing precise geolocation access through Kagi Maps)
No real change from when geolocation access wasn't provided. It only replaced the first results area from Washington DC to Toronto, which is at least in my country, but still not local.

If The Assistant can't determine the user's location, it should do like ChatGPT's official model and ask the user for his location. The suggested restaurants should be surfaced from the same results that you would see in the Kagi Maps card when doing a search.
There could also be a way to enable precise location through the browser directly from The Assistant, if it can help results.
