I added a subscription for my State Bank of India card. It debited once and didnt renew. I had to search if I can top up my card. I found the ?p=top_up from elsewhere since it was not visible in settings page (till I did it for first time). I tried the checkout from that page but I got the message payments were not setup from India. I then had to login to Paypal and pay.
My billing page should have shown that I had option of topping up my credit. Paypal workflow should have gone much smoother.
