SmallWeb buttons lack hover explanations

Just a UX bug in this case: when I'm using SmallWeb, and I hover over one of the buttons at the top, there's no feedback. That's unfortunate, because it's not obvious what all of the buttons do.

To be specific: there is a "Flag" button -- which I would usually think means it's some sort of abuse reporting, but there is also a "Report" button. It's not even explained in the "About" pane. So I'm left with no clue what "Flag" does.

A little hover text over each of the buttons would, IMO, make a significant difference in readability.

This has been marked as "Done" but I don't feel it has really been solved.
When I hover "Flag" it says "Flag this post", I'm still left with little clue as to what it does.
So, I press it out of curiosity, and… I'm moved to a new page. No idea what happened, can only assume the worst and it's been added to a queue of pages for checking for issues.

It would be great if the hover/title texts actually gave a short action explanation.
