If you search for something on mobile, and Quick Answer is not an option on the second toolbar, the second toolbar has an end to its scroll.
If however Quick Answer is an option on the second toolbar, the second toolbar will scroll with no end.

The second toolbar should not scroll infinitely when Quick Answer is an option.
