Changes to "Personalized Results" not saved when editing existing entries, or adding new one through "add domains"

when I add new domain through he "Add Domains" dialog, at first it is added to the list. But when I reload the page, it is not saved.
so I have added new domains painstakingly, and now they are gone
this sucks
I have Firefox 115
same with changing "type" for existing domain. When I change from "Pin" to "Raise" it is not saved

either add a "save" button, or make the page save the settings automatically

this happens in all browser that I tried:

chromium 90
chromium 119
chromium 118
Firefox 115

in fact, it does not work in any browser.

I am using noscript and uBlock origin, but kagi.com is allowed. see screenshot.
No other domain is blocked.

so what is the solution to this problem?
I have provided video recording and screenshots, so that you can see i did not make this up.
And, as I said, this problem exists in different browsers and browser versions.
Clearly, this cannot be problem specific only to me.
