What happened? How did it happen? What are the steps to replicate the issue.
When creating a feature request select "Both Desktop and Mobile", "Search Quality" and "Small Web" and you'll get this:
It doesn't really tell you what's wrong (since the controls where the error occurs aren't highlighted)
In addition it'll permanently disable all inputs and the submit button so you have to redo the whole process again
What did you expect to happen? Describe the desired functionality.
It shouldn't do this in general, people should be able to put as many tags as they want.
If you need that limit at least improve the visibility of the elements causing the error and allow the user to submit again after correcting the issue
