Steps to reproduce:
Search for "sidekiq deploy renamed queues"
Expected behavior:
One of the links returned was to https://docs.gitlab.cn
I expected the .com site would rank higher (first page of results).
Even though docs.gitlab.cn has english on it, the navigation is all in Chinese.
This does dovetails w/ the German user's request for English queries to return English results regardless of selected language.
