Using Privacy Pass in incognito/private windows doesn't seem to work. I am using Brave in this example.
After doing some shallow research, it looks like setting the extension's incognito mode to "spanning" will not allow extension pages to render in the main frame of incognito windows, which is why it's being blocked by the browser.

Because incognito tabs cannot use this shared process, an extension using the "spanning" incognito mode will not be able to load pages from its extension package into the main frame of an incognito tab.
The webpage links should load.
