We have a dedicated tor address located @ http://kagi2pv5bdcxxqla5itjzje2cgdccuwept5ub6patvmvn3qgmgjd6vid.onion/ which you should use if you are using tor.
GCP unfortunately blocks some VPN exit nodes (typically cycling your exit node resolves the issue), and we've been trying to get them to fix it to no avail.
That said, it would show a 401 "Your client does not have permission to access" message, it should still resolve so that seems like something else may be at play.
If the DNS is not resolving (which is a separate thing), then it may be the ISP still blocking it?
Either way, I would try using the dedicated tor address and see if that helps.
