From what I can gather from the screenshot, your Orion seems to be in an odd state where you have compact tabs and toolbar icons + text enabled simultaneously. Normally, this shouldn't happen, and it’s likely what has pushed your navigation bar and tabs down.
In terms of solutions, could you right-click your toolbar and see if you have the following option available
Alternatively, in your settings, could you go to the Tabs tab and select either Standard or Vertical tabs
If neither of those solves the issue, as a last resort, right-clicking the toolbar and selecting Reset Toolbar should fix the issue.
