When I perform an exact phrase search with a quoted string and also enable Verbatim mode, many or all results do not contain the exact string. The example search would be:
https://kagi.com/search?q=%22Wang+Computer+Corp%22&verbatim=1
Is that what you mean? Verbatim search generally functions to ensure each search term is included in the result (like putting a + or AND in front of each term). I would expect it to require all the quoted strings (all the exact phrases) to be in every result.
