It would be useful to have the option to disable universal custom instructions on the off-chance that a user might want to do so for a specific thread or a specific query within a thread. Given universal custom instructions are just that — universal — the likelihood of wanting to disable them is low, but the friction to do so in the specific instance of needing to do so is high. I would envision the option being somewhere in the query drop-down menu, as below.
