Small web results display above boosted results

small web results seem to be appearing higher than raised results. all results here are raised, except for the second one, all search widgets are disabled except inline images and wikipedia

i expect the all of the raised results to be above the small web ones

Raising a site boosts its position but doesn't lock it to the top. Use the 'Pin' if you want those results to always appear above other results.
